Lisa Young is a senior rail safety and safeworking specialist with more than 20 years of experience working with major passenger rail operators and infrastructure managers. Her career spans operational rail, infrastructure, major projects, regulatory compliance, assurance and industry safety improvement.
Known for connecting rail safety requirements with operational practice, Lisa brings deep experience in safeworking, rail safety assurance, safety management systems, regulatory compliance, incident investigation and operational readiness.
Lisa has held senior roles with accountability for track safety and rail safety compliance across complex operational rail environments. She has designed and implemented rail safety compliance and inspection programs that shifted assurance beyond document review to verification of how requirements, controls and safeworking practices are understood and applied in the field.
Lisa has led significant rail industry improvement programs, including major changes to the planning, authorisation and delivery of safeworking protection. Her work on the Track Protection New Ways of Working program received the 2023 RISSB Rail Safety Award and the Australasian Railway Association Safety Excellence Award.
Her major project experience includes the Metro Tunnel Project, where she developed and implemented rail safety controls, operational readiness activities and training, including the introduction of Staff Protection Zones. The initiative received Highly Commended recognition in the Advancing Safety and Productivity category.
Lisa has represented rail organisations during ONRSR audits, contributed to Rule Book working groups, managed rail safety compliance processes and led investigations into safeworking and high-potential incidents. She has worked directly with safeworking personnel and operational teams, giving her a practical basis for assessing whether documented requirements translate into effective field practice.
In 2026, Lisa was named ARISO Rail Safety Professional of the Year, recognising her contribution to rail safety and industry improvement.

Her approach examines the connection between what the system requires, what the workforce understands and what occurs in practice. This provides organisations with evidence to identify gaps, strengthen controls and focus improvement where it will have the greatest operational effect.
Lisa is a qualified Lead Auditor and ICAM Lead Investigator, with formal qualifications in work health and safety, leadership and management.
